Always use a comma between city and state, whether the state is spelled out or abbreviated or designated by the two-letter postal abbreviation. Use a comma after the state except when followed by the zip code. Examples:
Waukegan, Illinois, is not far from the Wisconsin border.
Phoenix, Ariz., is my hometown.
Fargo, N.D., is the location of my story.
